Целью издания является пропаганда научных достижений на территории Российской Федерации и за рубежом. Публикация обзоров, лекций, статей ведущих отечественных и зарубежных специалистов.

Научная концепция издания предполагает публикацию современных достижений в области психологии, педагогики, техносферной безопасности и информационных технологий.

К публикации в журнале приглашаются как отечественные, так и зарубежные ученые и специалисты.

Peer Review Process

Редакция журнала гарантирует проведение конфиденциального, независимого, честного и объективного рецензирования рукописей статей.

Редакция журнала имеет право отклонить рукопись без проведения независимого рецензирования в случае, если он будет сочтен низкокачественным или не отвечающим требованиям журнала. Данное решение принимается честно и беспристрастно.

Редакция журнала выбирает рецензентов независимых в отношении материалов, рассматриваемых для публикации, имеющих достаточный опыт и не имеющих конфликта интересов.

Экспертная оценка рукописи, предоставленная рецензентом, способствует принятию редакционных решений, а также помогает автору улучшить рукопись. На основании результатов рецензирования редколлегия принимает решение о принятии рукописи к публикации, возвращении ее автору на доработку или отклонении от публикации.

Рецензент должен предоставить рецензию в сроки, обозначенные редакцией журнала. Если рассмотрение рукописи и подготовка рецензии в эти сроки невозможны, то рецензент обязан уведомить об этом редакцию.

Рецензент обязуется проводить экспертную оценку рукописи объективно. Личная критика автора рецензентом недопустима. Все выводы рецензента должны быть строго аргументированы и снабжены ссылками на авторитетные источники.

Рецензенты не должны участвовать в рассмотрении рукописей в случае наличия конфликтов интересов вследствие конкурентных, совместных и других взаимодействий и отношений с любым из Авторов, компаниями или другими организациями, связанными с представленной работой

Рецензенты должны указать (при наличии) работы, которые оказали влияние на результаты исследования, но не были приведены автором. Рецензент обязан обратить внимание редакции на существенное сходство или совпадение между рассматриваемой рукописью и ранее опубликованной другой работой, о которой известно рецензенту.

Рецензент рассматривает полученную для экспертизы рукопись как конфиденциальный документ, который нельзя передавать для ознакомления или обсуждения третьим лицам (не имеющим на то полномочий от редакции). Рукописи, полученные для рецензирования, являются интеллектуальной собственностью авторов и относятся к сведениям, не подлежащим разглашению.

Рецензент не имеет права использовать материалы неопубликованной рукописи в своих собственных исследованиях без письменного согласия автора.

Если рецензентом поднимается вопрос в отношении достоверности данных или целесообразности публикации научной работы, автору предоставляется возможность ответить на поставленные вопросы.

Редакция сохраняет конфиденциальность личных данных рецензентов.

Open Access Policy

This is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

When submitting an article to the editorial office, the author provides one positive article review from an external reviewer.
All scientific articles submitted to the editorial office of the Caspian Scientific Journal are subject to a mandatory double blind review (the reviewer does not know the authors of the manuscript, the authors of the manuscript do not know the reviewers).
The articles are reviewed by the members of the editorial office and the editorial board, as well as invited reviewers - the leading experts in the relevant field of science in Russia and other countries.
The choice decision of a reviewer for carrying out the article verification is made by the editor-in-chief, the deputy editor-in-chief, the scientific editor and the head of the editorial office. The review period is 6-8 weeks, but it can be extended at the reviewer’s request.
According to the results of the manuscript review, the reviewer makes recommendations on the future of the article (each decision of the reviewer is justified):
-  the article is recommended for publication in its present form;
-  the article is recommended for publication after correcting the shortcomings noted by the reviewer;
- the article needs an additional review by another specialist;
- the article cannot be published in the journal.
If the review contains recommendations for correction and refinement of the article, the editorial office sends the review text to the author with the proposal to take them into account when preparing a new version of the article or to implement them (partially or completely). The refinement of the article should not take more than 2 months from the moment of sending the e-mail to the authors about the necessity to make changes. The article improved by the author is resent for the review.
If the authors refuse to finalize the materials, they must notify the editorial office of their refusal to publish the article, either in writing or orally. If the authors do not return the finalized version after 3 months from the date of sending the review, even if there is no information from the authors with the refusal to finalize the article, the editorial office removes it from the register. In situations of this kind, the authors receive an appropriate notice about the withdrawal of the manuscript from registration due to the expiration of a period given for finalizing.
If the author and the reviewers have irreconcilable contradictions regarding the manuscript, the editorial board has the right to send the manuscript for additional review. In conflict situations, the decision is made by the editor-in-chief at a meeting of the editorial board.
The decision to reject the publication of the manuscript is made at the meeting of the editorial board in accordance with the reviewers’ recommendations. The article that is not recommended for publication by the editorial board decision will not be accepted for reconsideration. A notice of refusal to publish the article is sent to the author by e-mail.
After the journal editorial board decides to allow the article to be published, they inform the author about it and specify the publication dates. 
The presence of a positive review is not a sufficient reason for the article publication. The final decision on the publication is made by the editorial board. In conflict situations, the decision is made by the editor-in-chief.
